Regional Operational Programme (POR)

Regional Operational Programme (POR) 2014-2020 succeeds Regional Operational Programme 2007-2013, a programme through which Romania will be able to access EU structural funds and investments from the European Regional Development Fund (ERDF) in the current programming period.

Regional Operational Programme (POR)

Regional Operational Programme (POR) 2014-2020 is managed by the POR Managing Authority of the Ministry of European Funds and was adopted by the European Commission (EC) on 23 June 2015. In May 2015 was released the public Consultation Guidelines for Applicants.

The overall objective of the Regional Operational Programme

The program's aim is to increase economic competitiveness and improve the living conditions of local and regional communities by supporting business environment, infrastructure and services for sustainable development of the regions, so that they can effectively manage resources and their potential for innovation and assimilation of technological progress. These objectives are translated into 11 priority axes (plus an axis of technical assistance), which in total allocations is estimated to 8.25 billion euros, of which 6.7 billion euros is EU support through the European Regional Development Fund (ERDF) and 1.5 billion euros - national contribution:

  • - Priority axis 1: Promoting technology transfer
  • - Priority axis 2: Improving the competitiveness of SMEs
  • - Priority axis 3: Supporting the transition to a low carbon economy
  • - Priority axis 4: Support sustainable urban development
  • - Priority axis 5: Improving the urban environment and conservation, protection and sustainable use of cultural heritage
  • - Priority axis 6: Improving road infrastructure of regional importance
  • - Priority axis 7: The diversification of local economies through sustainable tourism development
  • - Priority axis 8: Health and social infrastructure development
  • - Priority axis 9: Supporting economic and social regeneration of deprived urban communities
  • - Priority axis 10: Improving educational infrastructure
  • - Priority axis 11: Geographical expansion of the system of cadastre and property registration in the Land Registry
  • - Priority axis 12: Technical assistance

  • - Axis 1: Legal entities incorporated or performing their role creates an infrastructure for technology transfer
  • - Axis 2: SMEs, incubators, business accelerators
  • - Axis 3: Local and central authorities
  • - Axis 4: Local public authorities - urban areas
  • - Axis 5: Local government authorities and central cult units, as defined in Law no. 489/2006 on religious freedom and the legal status of denominations - UC, NGOs, partnerships between these entities
  • - Axis 6: Local Public Authorities (CJ), ATU partnerships (ATU county and city / municipality / town)
  • - Axis 7: AUT sites, partnerships between ATU sites
  • - Axis 8: Local public authorities, social service providers of public and private accredited under the law, partnerships
  • - Axis 9: Partnerships between: local authority representatives, institutions, local business environment, civil society, marginalized urban area
  • - Axis 10: Administrative Territorial Units (public administration authorities and institutions), institutions of higher education
  • - Axis 11: National Agency for Cadastre and Land Registration
